These type of expressions are sometimes so difficult to translate into another language whilst still retaining the original meaning. That's why finding their equivalent is so important, and difficult.
This one is very similar in French : Vouloir, c'est pouvoir

Anyway, in Portuguese this proverb is "Querer é poder!" and I've often mentioned it to my two sons (in college now) at times when they aren't too sure of themselves or their capacity to carry things through.
